Dedpite weekend rains, 15 parishes in Louisiana have established burn bans. According to the U.S. Drought Montior, an online service from the Natioanl Oceanic and Atmospheric Administration, muche of the state is considered from abnormally dry to moderate drought conditions, as of Thursday, Oct. 16.
